Ir Dr. Poon is a Chartered Engineer, and the Founder and Executive Director of ATAL Engineering Group. He is the Past President of Hong Kong Institution of Engineers and of Hong Kong Academy of Engineering, and Past Chairman of Hong Kong Climate Change Forum.

Over the years, he served in various government advisory bodies which included Energy Advisory Committee, Advisory Council on the Environment, Council for Sustainable Development, Solicitors Disciplinary Tribunal Panel, and Lift and Escalator Safety Advisory Committee.

Presently, he is the Life President of Hong Kong Federation of Electrical and Mechanical Contractors and Honorary President of Hong Kong Fire Services Officers Association; and also serves as Honorary Advisor of Institution of Public Private Partnerships, Member of Advisory Committee of the Department of Electrical & Electronic Engineering of the University of Hong Kong, Member of the International Advisory Committee of Research Institute for Sustainable Urban Development of The Hong Kong Polytechnic University (PolyU), Member of the International Advisory Committee of Otto Poon Charitable Foundation Smart Cities Research Institute of PolyU, and Member of the Steering Committee of Otto Poon Research Institute for Climate-Resilient Infrastructure of PolyU.
