Rebecca WongPartner, China Tax and Business Advisory Services Shenzhen

Rebecca is a China tax partner of PwC.  She has worked in the Southern China for China tax practice for over 20 years.  Rebecca is familiar with China tax, foreign exchange and business regulations and has extensive experiences in providing practical solutions.  She specializes in advising tax effective investment structure and operational model; restructuring; tax incentives application; resolving tax disputes and repatriation of fund. 
Rebecca also leads the general business advisory practice in South China and has established good relationship with tax authorities and local government units.  She provides advisory services to government units and recent projects include individual tax incentives for expatriates in the Greater Bay Area (GBA); tax business environment in China; headquarters economy; free trade zones policy evaluation.
 

Representative project experiences 

  • Assisted various MNCs and HK companies’ inbound investment to China, including providing tax analysis on China set-up structure, confirming tax, customs, foreign exchange and other regulatory issues; assisting to complete one-to-one investment MOU
  • Conducted a number of location study for MNC’s regional headquarters, evaluated tax / non-tax factors for different mainland cities, proposed strategy to negotiate with local government for subsidies and clarification on tax treatments
  • Provided tax and business advisory to various finance bureaus in China re cross-border finance of aircrafts and special policies
  • Provided tax consulting to several universities and education institutions in HK and UK re set-up or joint education program in China, funds repatriation, employee secondment, governance structure and related party transactions
  • Completed company de-registration, merger, relocation and profit re-investment in Shenzhen, Dongguan, Guangzhou, Foshan, Nansha, Zhongshan, Zhuhai, etc. for various foreign and HK-based companies and provided retainer tax consulting services 
  • Provided business environment assessment and investment advisory to Guangdong and Hunan Tax Bureaus; Hengqin, Nansha and Qianhai Administration Committee / NDRC; Guangdong Ministry of Commerce; Xiamen NDRC; etc.

Qualifications / other roles
Rebecca obtained BA Prof. Accountancy from the Chinese University of Hong Kong and EMBA from the China Europe International Business School (CEIBS).  She serves as a China tax sub-committee member of HKICPA; taxation sub-committee member of ACCA HK; and South China Founding Committee Member of CPA Australia.  She is also a member of Taxation Institute of Hong Kong and a certified tax adviser in Hong Kong and Qianhai.  She is the advisor to the Think Tank of Guangdong Provincial Tax Bureau; external advisor to Shenzhen Private Equity Association, Shenzhen Retail and Franchise Association and HK Electro-plating Association.
